Marla Wallace serves as the Chief Financial Officer (CFO) of Access Health Services, LLC. She is responsible for the financial and accounting support of the company. Ms. Wallace brings to the company experience in both accounting and health/life insurance. Ms. Wallace was a district representative for a fraternal insurance company and sold life and health insurance along with mutual funds in a three-state territory. She was elected as the Recorder/Treasurer for a city in southeastern Arkansas and held that office for fifteen years. While serving in this capacity she was active in the Arkansas City Clerks, Recorders, Treasurers Association (ACCRTA) and the Arkansas Government Finance Officers Association. She served in all the offices of ACCRTA from secretary to president. In 1999 she was named the Arkansas Clerk of the Year. In addition, she was active in the Arkansas Municipal League and served on the Advisory Council for Second Class Cities and served as a member of the Executive Committee. Ms. Wallace earned the Certified Municipal Clerk (CMC) and Master Municipal Clerk (MMC) designations from the International Institute of Municipal Clerks (IIMC). After earning these designations, Ms. Wallace was an instructor for financial and accounting classes at the Arkansas IIMC Clerk’s Institute sponsored by the University of Arkansas, Fayetteville helping other city clerks and treasurers earn their CMC and MMC designations. Along with fellow city treasurers, she co-wrote a book which helped cities comply with new financial reporting regulations for GASB 34 and another book which outlined the accounting and financial duties of city treasurers. Prior to becoming the CFO of Access Health Services, LLC, Ms. Wallace was employed by the State of Arkansas and served as the CFO of two state agencies. She worked for the state for ten years, with two years at the State Board of Accountancy and eight years as the CFO of the agency which administered a governmental health plan for state employees and public school employees. Ms. Wallace has a BBA degree in Business Management from the University of Arkansas, Monticello. She earned her Professional Academy of Health Management (PAHM) designation in 2013.
